The state promulgated the first batch of occupational standards for the non-ferrous metals industry
The Ministry of Labor and Social Security recently issued the eighth batch of national occupational standards (Labor and Social Security Department issued [2004] No. 1), of which there are 11 non-ferrous metals industry, which is the first batch of national occupational standards for non-ferrous metals industry. The standard is written by the non-ferrous metal industry vocational skills appraisal guidance center commissioned by the Ministry of Labor and Social Security to organize experts from relevant enterprises. The promulgate of these 11 national occupational standards has filled the gap of no national occupational standards in the non-ferrous metal industry, marking the beginning of unified standards and norms for vocational skills identification and vocational training in the whole industry.
On the basis of occupational classification, the national occupational standards put forward comprehensive provisions on the professional knowledge and operational ability of workers according to the requirements of social functions, work objectives, work content and technical processes, materials, equipment and production modes of occupations (types of work), reflecting the principles of integrity, grade, standardization, practicability and operability. It is the basic basis for workers to engage in vocational activities, to receive vocational education and training and vocational skill appraisal, and for employers to hire and use personnel. The national occupational standards shall be formulated and promulgated uniformly by the Ministry of Labor and Social Security.
On the basis of research and analysis of the current situation of the industry and extensive consultation with enterprises, the non-ferrous metal industry vocational skills appraisal and Guidance Center decided to first develop a total of 13 national occupational standards in the fields of non-ferrous metal smelting and cemented carbide. Each standard is drafted by an enterprise, with the participation of a number of relevant enterprises, and the colored identification Center is responsible for technical training in the preparation of standards, mid-term review of standards, overall coordination among standards, organization and coordination. Since September 2002, the first drafting unit experts write the first draft, and then solicit the opinions of the participating units of experts, and strive to make the standard meet the requirements of the writing procedures, but also in line with the actual situation of the enterprise, in the drafting unit and the joint efforts of the participating units, finally completed the writing task. In October 2003, the Final review of 11 national occupational standards was held, and in February 2004, the Ministry of Labour and Social Security issued 65 national occupational standards, including these 11 standards. The other two standards will be further revised in the near future after the final review meeting.
The 11 national occupational standards (occupational code) and drafting units issued in this batch are: Remetallurgy material preparation workers (6-02-04-01) drafted by Baiyin Nonferrous Metals Company; The roasting work (6-02-04-02) is drafted by Liuzhou Huasek Group Company; Fire smelting work (6-02-04-03) is drafted by Jinchuan Group Company; Electrolytic refiner (6-02-04-05) is drafted by Zhuzhou Smelting Group Company; Alumina preparation work (6-02-05-01) is drafted by Shanxi Aluminum Works and Shanxi Branch of ChalCO. Aluminum electrolysis work (6-02-05-02) is drafted by Guizhou Aluminum Works and Guizhou Branch of ChalCO. Titanium smelting (6-02-06-03) is drafted by Zunyi Titanium Industry Company; Carbide mix preparation workers (6-02-11-01), carbide molding workers (6-02-11-02), carbide sinter workers (6-02-11-03), carbide finishing workers (6-02-11-04) four professional standards are drafted by Zhuzhou Carbide Group Company. In addition, nearly 20 related enterprises participated in the revision and final review of the above standards.
So far, China has promulgated 300 national occupational standards. This year, the non-ferrous identification Center will still develop national occupational standards for highly technical and demanding non-ferrous metal industry unique workers (types of work).
